Don DeLaney is the president and founder of Strategic Development Initiatives, Inc. (SDI), a firm with a twenty-year history of success in Florida and across the nation. Mr. DeLaney is recognized as one of Florida’s most knowledgeable experts in all aspects of community redevelopment and Chapter 163, Part III, Florida Statutes. His Florida clients include municipalities, counties, and agencies throughout the state. Mr. DeLaney’s extensive experience in redevelopment covers all aspects of community redevelopment, including agency creation and structure as well as highly complex financial projections, demonstrable public return on investment analyses, implementation, and negotiation of public/private development agreements.

Mr. DeLaney is regarded as an expert in public finance, public/private investment agreements, and is a published author on the subject of innovative uses of tax-increment financing (TIF). The American Planning Association distributes his article nationally as its seminal piece on TIF in the American Planning Journal. He teaches the “Innovative Financial Approach” track for the Bond Buyer financial seminar. Mr. DeLaney also served as a CRA Executive Director in Florida for five years.

Among Mr. DeLaney’s specialties is his consulting assistance to public sector clients regarding development projects, financial and economic analysis, and deal structure. Mr. DeLaney utilizes real estate market trends and economic indicators to evaluate public and public/private project feasibility. He has structured numerous redevelopment deals with private developers on behalf of community redevelopment agencies for a broad range of project types. Mr. DeLaney has served as the head of bond teams and has worked with international investment interests to secure capital for redevelopment.

Mr. DeLaney has prepared numerous findings of necessity studies, comprehensive redevelopment plans, and created community redevelopment agencies and TIF mechanisms throughout Florida. He is recognized by the Courts as an expert witness on redevelopment issues and Chapter 163, Part III, F.S.
He served as a gubernatorial appointee with responsibilities for Enterprise Zones, Community Development Corporation grant and loan programs, State Tax-Credits, and other economic initiatives during former Governor Bob Graham’s administration.

In 1992, when faced with the largest natural disaster in Florida history, Governor Lawton Chiles selected Don DeLaney to lead the recovery and redevelopment efforts in Homestead following the devastation of Hurricane Andrew. Mr. DeLaney helped raise $54 million in capital from public and private sources to assist with the Homestead redevelopment effort. He developed and implemented innovative economic and redevelopment strategies utilizing tax-increment financing, enterprise zones, tax credits, and public/private partnerships that changed the economic environment to allow the area to flourish again.
